Governance

The New York City School Construction Authority (SCA) was established in 1989 as a public benefit corporation pursuant to Title 6 of the New York State Public Authorities Law. The SCA is governed by a Board of Trustees and operates in accordance with its enabling legislation, By-Laws, applicable rules and regulations, and policies and guidelines adopted by the Authority.

The SCA is committed to responsible governance, accountability, transparency, and the ethical administration of its public responsibilities. The documents and resources below (here attached) provide information regarding the Authority’s governance structure, governing framework, policies, operating guidelines, Board of Trustees, and public authority reporting.

The New York City School Construction Authority submits required public authority reports, including its annual performance measurement reporting, through the Public Authorities Reporting Information System (PARIS) to the New York State Authorities Budget Office (ABO) and the Office of the State Comptroller.

SCA reports submitted through PARIS are available to the public through the Authorities Budget Office.
